The Future of Encroachment Planning:
A Decision-Support Framework to Determine 
Value and Measure Program Performance

How do you take a mature federal program to the next level and maximize its effectiveness? PHC’s Mike Kane  teamed with encroachment specialist, Rachel Wiggins, from Ecology and Environment, Inc. to study that exact issue. They examined the DoD’s encroachment management programs in a collaborative white paper that seeks to map out a framework for how program cost and benefits can be evaluated. If done properly, this could enable government decision-makers to measure overall encroachment management performance and sustain the viability of this critical program in a time of decreasing budgets and increasing scrutiny about government programs and their long-term viability.
